Formula

Each income stream is taxed on its own terms. Qualifying export proceeds are taxed at a concessional rate on GROSS receipts. Pakistan-source local income and other ordinary income are pooled, expenses are deducted, and normal rates apply to the profit. The export concession never reaches local income.

Formula & how it works

Each income stream is taxed on its own legal basis, not one blended rate:

  • PSEB IT/ITeS exports — 0.25% of GROSS proceeds (s.154A, reported as final) when PSEB-registered and received through a banking channel (ATL treatment requires statutory verification)
  • Other export proceeds — 1% of GROSS proceeds (s.154A, adjustable) when the PSEB conditions are not met
  • Local & other ordinary income — pooled, business expenses deducted, then taxed on the non-salaried slabs

Export proceeds are taxed on gross receipts, so platform fees and expenses do not reduce that base — they only reduce the ordinary-income pool. That is the key difference this calculator gets right.

Example calculations

Example: a PSEB-registered filer receiving USD 3,000/month for exported software through the banking channel is taxed at 0.25% on those gross proceeds (final) — not on the non-salaried slabs. Add PKR 100,000/month of work for local clients and that portion is taxed separately as ordinary income after expenses. The per-stream table shows each on its own basis.

Freelancer tax in Pakistan, by category

The most common freelancer-tax mistake is treating all income the same. Pakistan taxes qualifying IT/IT-enabled service exports on gross proceeds under a concessional final/ adjustable regime, while local work is ordinary business income. Read the full rules in the freelancer tax guide, check whether PSEB registration helps you, or convert earnings with the USD income to PKR calculator.

Frequently asked questions

Yes — freelance income is taxable, but the regime depends on the category. Export of IT/IT-enabled services received through the banking channel is taxed on GROSS proceeds under section 154A (0.25% (reported as final) where PSEB-registered and received through a banking channel — ATL treatment requires statutory verification — otherwise 1% (reported as adjustable)). Income from Pakistani clients is ordinary business income, taxed on the non-salaried slabs after expenses.
