Freelancer Tax in Pakistan: IT Exports, PSEB & FBR Rules

How freelancers are taxed in Pakistan by income category — IT/ITeS exports on gross under section 154A, and local income on the non-salaried slabs.

In short: Pakistani freelancers pay income tax, but the regime depends on the income category. For qualifying IT / IT-enabled service exports received through the banking channel, section 154A charges 0.25% on gross proceeds where the exporter is PSEB-registered (reported as a final tax) — otherwise section 154A charges 1% (reported as adjustable). ATL treatment for the concession requires statutory verification. Local income from Pakistani clients is ordinary business income taxed on the non-salaried slabs after expenses.

Do freelancers pay tax in Pakistan?

Yes. There is no blanket exemption for freelancers. What changes is the regime that applies to each stream of income. Getting the category right matters more than any single rate, because the export regime is charged on gross receipts while ordinary income is charged on profit.

Foreign IT / ITeS export income

Export of computer software, IT services and IT-enabled services, received through a normal banking channel, is taxed on gross export proceeds:

  • 0.25% — final tax (section 154A) where the exporter is registered with PSEB and on the Active Taxpayers List.
  • 1.0% — adjustable (section 154A) where the PSEB/ATL conditions are not met but proceeds still arrive through a banking channel.

Because tax is on gross receipts, platform fees and expenses do not reduce it. Budget 2026-27 extended this regime to 30 June 2029.

Local freelance income

Work for clients in Pakistan is ordinary business income. It is pooled with your other ordinary income, business expenses are deducted, and the result is taxed on the non-salaried (business individual / AOP) slabs — never at the export rate. Foreign receipts that fail the export conditions are treated the same way.

What section 154A means

Section 154A of the Income Tax Ordinance 2001 provides for tax on export proceeds of IT and IT-enabled services, collected by the bank at the time the proceeds are realised. For a PSEB-registered exporter on the ATL it operates as a final tax at 0.25% — it discharges the liability on that income. This is different from section 154A (1%, adjustable), which is a credit against your assessed liability rather than a final charge.

When PSEB registration matters

PSEB registration and receipt through a banking channel is the stated condition for (ATL treatment requires statutory verification) the lowest, final 0.25% rate. Without it, qualifying export proceeds are taxed at 1% under s.154A instead. Registration does not by itself decide all of your tax treatment — the nature of the income and the banking channel still matter. See the PSEB registration guide.

Filer / ATL considerations

The statute does not make being on the Active Taxpayers List a separate condition of the 0.25% rate, and being a non-filer generally means higher withholding elsewhere and the loss of concessions. See the filer vs non-filer calculator.

Gross proceeds vs profit

This is the distinction that trips people up. The export regime taxes gross proceeds — a small percentage of everything received — so deducting Upwork/Fiverr fees or laptop costs from that base is wrong. Only ordinary income is taxed on profit (after expenses) on the slabs.
