PSEB Registration for Freelancers in Pakistan
Who should register with the Pakistan Software Export Board, why it can matter for your IT-export tax, and how the official process works.
In short: PSEB registration is how an IT / IT-enabled service exporter or freelancer is recognised by the Pakistan Software Export Board. It is done through PSEB's official online portal. For most freelancers the practical reason to register is tax: registration (with ATL status and receipt through a banking channel) is a condition for the 0.25% final tax on IT-export proceeds under section 154A, versus 1% without it.

Who should register?
Freelancers and businesses that export IT or IT-enabled services and want to access the concessional final-tax treatment, or that need a recognised exporter status for banking and documentation. If all of your work is for local Pakistani clients, PSEB registration does not change how that (ordinary) income is taxed — see the freelancer tax guide.
PSEB registration requirements
Registration is done on PSEB's official portal with a verified account. In general you will need your identity details, contact and business information, and details of the IT/ITeS services you provide. The exact fields and any category-specific requirements are set by PSEB on the portal and should be taken from there.
Step-by-step registration
- Go to the official PSEB portal at pseb.org.pk and open the freelancer / company registration section.
- Create and verify an account.
- Complete the registration form with your identity, contact and business details.
- Upload the documents PSEB lists for your category.
- Pay the applicable fee shown on the portal.
- Submit and track the application status in your account until the certificate is issued.
The exact screens change over time; follow the current flow on the official portal rather than older screenshots.
Documents
Typically your CNIC and contact details, and business/service information. Companies provide incorporation details. Confirm the precise list on the portal for your category before you start.
Fees
PSEB sets the registration fee (which differs for freelancers/individuals versus companies) and publishes it on its portal. We do not quote a fee figure here because it must come from the official source at the time you apply — check pseb.org.pk before paying, and be wary of third-party sites quoting outdated amounts.
Processing & validity
Processing time and certificate validity are stated by PSEB during the application and on your account. Because these can change, confirm them on the portal rather than relying on a figure quoted elsewhere.
PSEB and freelancer tax
Registration is one of the conditions for the 0.25% final tax on IT-export proceeds under section 154A — the others being ATL status and receipt through a banking channel. It does not, by itself, make foreign income a qualifying export or turn local income into export income. Model the difference with the freelancer tax calculator.
Common problems
- Assuming any foreign payment automatically qualifies as an IT export — it does not.
- Assuming ATL status alone qualifies you — PSEB registration and banking-channel receipt are the stated conditions, and ATL treatment requires statutory verification.
- Receiving funds outside the formal banking channel, which breaks the export conditions.
- Relying on outdated third-party fee/step guides instead of the official portal.
